United States Army Europe delves into the planning for a conventional war in Europe and provides key insights into how lack of resources and delayed fielding put those plans in jeopardy. Three manual simulations (1981, 1983, and 1987) display the difficulties faced by NATO forces in containing a conventional Warsaw PACT offensive without using nuclear weapons – and call into question the doctrine of Flexible Response that replaced NATO’s Massive Retaliation doctrine of the ‘50s.
